As the girl scout / boy scout motto says, "Be prepared," Perhaps you were busy elsewhere when Howard Ruff invited us to wake up from our complacency with this statement: "It wasn't raining when Noah built the ark." The concept and principle of emergency preparedness applies to us a collective as well as to us as individuals. In this area, we find that our state and national governments are doing little or nothing for the people except setting up military and police system to keep us away from them in an emergency. community life in the case of a national or
global-level emergency in which outside assistance
will very likely be at least temporarily
